Pasting from buffer uses original layer #47381

Short description of error
When copying/pasting objects via Buffer, the objects are pasted in the same layer of origin, as opposed to the active layer in target file.

Exact steps for others to reproduce the error
Open two Blender files. Create a cube in each one. Move cube in file 1 to layer 2. Copy (copy selection to buffer, Control+C) cube from file 1. In file two, make sure you're on layer 1. Paste from buffer (Control+V).

Object is pasted in layer 2 by default, instead of in target layer. Adding an option to choose layer would be useful.

This behavior changed since 2.76b actually and now objects are pasted in the active layer if you try the latest build from builder.blender.org. The past buffer operator also has an option to use the active layer or not.
