Short description of error
I use Quadro 600 for viewport and gtx 670 for rendering. When I open the file (any) i have 30-70 fps. After 10 minutes of working it becomes too slow 3-7 fps. Sometimes after first rendering. This problem has not been without GTX 670.

Do you unchecked Quadro in User Preferences?
You mention fps, do you run animations in viewport?
Your driver is quiet old, check for latest stable.

Yes, Quadro is unchecked in system preferences.
I run FRAPS to measure FPS
I updated driver (361.91), nothing changes :(
To improve this I save and restart Blender.

Sorry, frequency is not dropped, there was a frequency of idle GTX670.
Every time after 5-10 minutes of work. Close Blender, Open Blender - everything is ok, for 5 minutes.
Even without cycles rendering.
Blender is quite deterministic, so the fact that bug appears and disappears randomly indicates there are some external factors affecting on this. We can't really help figuring out what exact those factors are, it's just much easier for you to isolate them on the machine you've got issues on.
