Short description of error

Strange relation between object dimensions and distribution of triangles.

scale 1 unit, mesh is ok

scale 0.2 unit, mesh is uniform, artifacts, all hard edges broken

same modifiers applied

Exact steps for others to reproduce the error
just change and apply scale of object with decimate modifier

Don’t think there is any bug here, edge collapsing is a complex process involving weights etc., which, among other things, takes edge length into account, so you won’t get same result with same mesh at different scales (in neither of your two examples you reach the decimation goal of 90% anyway).

@Campbell Barton (campbellbarton) should know more about this, though.
