System Information
Win7, RX480 and 280x, 16.8.3 and 16.7.3.

Blender Version
Broken: 2.78RC

Short description of error
Rendering a scene with OpenCL from the command line with -b and -a is much slower than from the GUI (on RX480 and 280x at least). It is the contrary with CPU (faster with cmd rendering)

Exact steps for others to reproduce the error
Take one of the official benchmark scene, render it on the cmd and then in the GUI, compare the times.

Run some preliminary investigation, but kernels are the same and compilation flags are also the same. The code has no checks for headed/headless mode as well.

Can you attach fill log of blender --debug-cycles collected for headless and headed renders?

Trying to reproduce the bug on benchmark files, I couldn't. It may be due to some drivers that where not run on cmd render. Unfortunately, I can't remember the file/blender version/ driver version combination that was triggering this problem. It may be simply solved with latest drivers and latest master. You can close this report until I find more infos.
Thanks for the help.
