qbvh tree for mathutils for dynamic scene management

Currently I have access to bvhtree, and kdtree structures using python in native code, they greatly accelerate spacial searches for things like custom LOD in the game engjne with a fast look up,

when combined with bpplayer it should be possible to use the qbvhtree for dynamic loading and unloading of game data,

I am certain the tree structure will be useful to other addons and tools as well.

I discussed adding the structure on the forums, and agoose suggested it should not be too tricky,
