Can you try testing Blender 2.77a and 2.78 to see when this problem started?

Try running in software-gl mode (there should be a script in your blender folder for that) if that works, it's most likely a gpu driver issue, you could try changing the selection setting in UserPreferences->System->Selection and see if that improves things.

Please attach the generated system-info.txt from Help > Save System Info menu by dragging and dropping the file into the comment field. That will give us the information about the GPU and the driver used.

Like it was said before:
Try the option of running in software mode.
Try to change the Selection in the User Preferences > System > Selection. The default option is Automatic - try the other ones and see if any of them works.

Setting is Incomplete until further requested information is given.

May I guess: Intel integrated graphics with Mesa drivers? There was a bug in Mesa drivers which made selecting with VBOs crash, these VBOs are enabled by default since 2.77. I added a note about this in the release logs some time ago, see bottom of the page: https://wiki.blender.org/index.php/Dev:Ref/Release_Notes/2.77/UI

Thanks for the report, but closing for now as this is highly likely a driver issue. We can reopen if this is not the case :)
