Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Short description of error
Cannot export mesh to fbx, if it contains HIPS bone in its skin (e.g. Legs mesh), without getting all bones listed in vertex groups (e.g. fingers etc.)
Exact steps for others to reproduce the error
Hello,
There is a problem with Vertex groups FBX export. I have a model consisting of several parts. And an Armature to skin it to. I skinned every part of the model to corresponding bone of an Armature. Skin has to be clear, without empty vertex groups in it. I need to export it to fbx, so that it preserved these features. But when I export it, I get all empty groups in skin.
In blend file I have clear legs skin. Only leg and hips bones. No other bones, like eyes, fingers etc. See pic vg1.jpg.
In fbx file I have ALL bones of the Armature in the list. And I cannot delete them from this list! (because they are not there in blender...) See Pic vg2.jpg.
However, in case with arms I have clear vertex groups with export to fbx. See vg3.jpg and vg4.jpg.
I figured out that I have ALL vertex groups exported in 2 cases:

See no bug here, checked your model in Blender, legs vgroups are assigned OK, then exported to FBX, and re-imported FBX into Blender, and get same vgroups as in original .blend file.
So if issue there is, it looks like it is in the other app's FBX importing, whatever this app may be…
