Dialog behaviour #50667

When I open any Menu item (for example View, Select, Add, Object, File and so on) I can mouse hover any item on it, but if I move mouse pointer away, the context menu will be closed.
When I try to use File -> Quit, there is dialog window "Quit Blender -> OK", if I move mouse pointer away, this dialog window will be closed.

Is it a bug, or it is some sort of behaviour? Is there any way to force these dialogs and context menus don't disappear on loose mouse focus?

That is by design. Blender uses the non-blocking paradigm of the UI.

The only exceptions are related when the specific tool or action demands it (like baking/rendering etc.). On Windows there is the OS prompt quit dialog on exit that can be turned off/on in User Preferences.

Menus, majority of the Pop-Up operators - like the Blender's own action confirmation dialog follow that rule.

The Pyhon API allows to have an operator that will "stay on" until clicked outside it - (if you tried some add-ons for instance). You can recognize them with having an OK button at the bottom. The difference is that they will not close when mouse focus is lost.
However, those require to alter/modify the Blender's UI scripts if you want to change their current behavior when/where needed.
