Windows 8.1 X64, Intel HD 4600. CPU Rendering

Broken: 2.78c and 2.78.4 b16fd22
Short description of error

Exact steps for others to reproduce the error
1-Create a sphere.
2-Put camera exactly in the center
3- Set DoF distance the same as the sphere's radius.
4- add a cycles material with emissive checker texture to check the focus.

Expected:
Everything should be sharp because every vertex has the exact same distance from the center where the camera is located.
what happens:
Only the center is in focus.

Yes, exactly, a plane is perfectly on focus.
So is this a normal behavior ? if yes, is this how real cameras work?

This is correct, the depth defined is the distance to a plane particular to the camera. I would suggest looking up how a real camera works before reporting a bug.
