GPU Crash/Screen Refresh Errors #51253

System Information
Intel 3770K (OC'd 4.5Ghz)
32GB RAM (8GB dedicated to Blender)
GTX 1070 (Gigabyte with current NVidia Drivers.)
OS : Windows 10/Pro

Short description of error
In Render View or during animation render, blender windows stop refreshing and blacks out, (Multi-Monitor-Setup) see screen shots

(The blackout areas are actually the tool menu, properties, timline and outliner that stop refreshing & will occur randomly between monitors)

Exact steps for others to reproduce the error

Based on a (as simple as possible) attached .blend file with minimum amount of steps

<shift+z> Render view, and change view of scene, the window will just start blacking out.

while rendering, just move the cursor around the screens, and they will blackout and sometimes even distort.

Additional Problem
Currently have TdrDelay at 10 seconds, and it is still crashing during renders, even if I reduce the sample rate to 64x64. Not sure what is going on with that. Would be nice to know what the recommended TdrDelay value is, because Windows 10 keeps blocking Blender after it happens more than 3 times.

It is also now throwing a AutoLogger-Diagtrack-Listener ErrorCode: 3221225864, LoggingMode:142606337, FailureReason: 0

UPDATE: Also affects Graphic Driver which will crash and recover frequently.

RESOLVED : I'm leaving this update here just in case someone else is running Windows 10/Pro. Thanks to idiots at Microsoft, you have to keep an eye on your Power Options in the control panel. The last update set me back to Balanced Instead of High Performance, which was restriction power usage to PCI/GPU, causing it to stall and crash mercilessly. So if your also having this problem, go to Control Panel > Search Power Options > Select High Performance {which may be hidden under Addition Plans} Then "Change Plan Settings" > "Change Advanced Power Settings". In the new window that pops up, scroll down to PCI and make sure Link State Power Management : on both options is OFF. That should resolve this issue. {PS Make Sure your graphics card control panel is set to performance as well or you'll see no real gains, at least from Nvidia}.
