Error after Windows Creators Update #51293

System Information
OS: Windows 10
GPU: NVIDIA GTX Titan X

Blender Version
Broken: 2.78 and up at least
Worked: 2.78

Short description of error
After I received the Windows 10 creators update, Blender immediately crashes on startup with the error: ERROR:exception_access_violation.

I was using Blender immediately before I did the update so nothing changed on my computer besides the update to the OS itself.
I have tried uninstalling all versions of blender from my computer, and have installed blender versions 2.78 up to the 2.8 test version with no success. The one thing that did help was putting the opengl32.dll into my blenders main directory. After I did that blender does start up but it basically unusable with how slow it operates. I expect since it works with opengl that it is a driver issue, but I don't know where to start as my Nvidia driver didn't change through the windows update.

try (re)installing the nvidia drivers any how, this has worked for previous issues on windows 10 with nvidia.

I found a previous graphics driver that still functions properly with Blender and all of my other applications. After I installed that everything started working fine.
