Short description of error
I change under the User Preferences the Keymap - but it does not save

Exact steps for others to reproduce the error

I change Line 1 "Call Pie Menu" > "Mouse" > "Action Mouse" to "Ctrl+ right mouse"
and change Line 2 "Call Pie Menu" > "Mouse" > "Action Mouse" to "Alt + right mouse"

then press " Save user settings" this works well until I restart blender

after the restart - Line 1 = original Settings "Action Mouse" - Line 2 keep my settings.
