System Information
Suse Leap 42.1
NVidia GTX 560ti (official drivers)

Blender Version
Broken: 2.78c e92f235283

Short description of error
Incorrect values for 'safe area' camera markings (not enough edge padding)

Exact steps for others to reproduce the error
The values for the safe area presets are smaller than is generally recommended (amount varies depending on who you ask) Also, the title safe area should exist within the action safe area - since cropped text is more of an problem than slightly cropped action. This is reversed atm.

General baseline is ~ 5% for each side for title safe, more if centre cut-out is used.

The existing 4:3 centre cut-out markings fall outside the 4:3 extracted frame area:

The outer orange rectangle is the hard edge of the 4:3 centre-extracted frame, the inner is 5% padding round each side.

Reference: D325

Online suggestions for text safe areas are anywhere from 5 to 10%. A halfway house could be 8% text safe, 4% action safe.

One caveat; using the same padding for 16:9 top/bottom/sides makes corner graphics not appear equidistant from the sides:

Reducing the text side padding to ~5% looks better:

Updated Blender unit values:

(16:9):
    text = ~5% side, 8% top/bottom      X: 0.110    Y: 0.160
    action = ~2.5% side, 4% top/bottom: X: 0.055    Y: 0.080

(14:9 in 16:9):
    text = 8% each side                 X: 0.260    Y: 0.160
    action = 4% each side               X: 0.200    Y: 0.080

(4:3 in 16:9):
    text = 8% each side                 X: 0.370    Y: 0.160
    action = 4% each side               X: 0.310    Y: 0.080

*values rounded for tidiness

EDIT: With hindsight, everything below should be split off into a separate feature request.

notes:
It's not clear what the initial values are since the drop-down label says 'Camera Presets'. Maybe actually default to one of the presets?

It's not possible to just see the inner centre-cut regions unless the other values are zeroed. Not sure how best to deal with this.

Would it make more sense to move the options to the Render Dimensions panel? It doesn't look like the safe area parameters are unique to each camera object. Also, the safe areas only make sense if the project is 16:9 - with any other aspect ratio it breaks, so ideally the safe area definitions would be defined for each Render Preset.
