Short description of error

Exact steps for others to reproduce the error
Simply try moving an object in the 3D View (I did this with the default cube). Attempting to do so makes the transformation manipulators bug out and also cause the 3D Cursor to move around. The user may have to attempt to move the object once or twice.

Cannot reproduce here on Windows 8.1, Nvidia 740M

It's not clear what you mean when you say the manipulators "bug out". Please include a short video capture of the problem in action, and include the .txt file output of System Info (please attach the file, don't paste its contents here directly).

Several probable causes could be:

  1. You're clicking just outside the circle or not hitting the arrows close enough. If that's the case, try pointing more carefully?
  2. There is some other driver bug here?

Yeah I have this issue, it can be produced by Activating "Lock to Cursor " under the N menu
In 2.78 you could move the manipulators while having the Lock to Cursor
But 2.79, not able to move the manipulator anymore, instead the 3D Cursor is placed over it.

  2. Used the colored arrows to drag around my cube, seems fine?

I'm gonna need better steps to repro the problem ? or a better description of the problem, cause i'm not seeing it.

Don't really know who this bug effects but it does for me
Disabling "Cursor lock Adjust" seems to fix the problem though

But with it on, instead of moving the object around when clicking the arrows, the 3D Cursor is instead placed over it. 2018-01-08_14-47-17.mp4
