Broken: (example: 2.69.7 4b206af, see splash screen)

Short description of error
when i used to open blender after installing it.it shows a error in cmd
EXCEPTION_ ILLEGAL_ INSTRUCTION
Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Blender only requires SSE2+ support, so every i3 is supposed to have it.

What it could be is running 64bit Blender on 32bit OS. Can you elaborate more about what bitness is your OS and your Blender?

Nah that would give a different error, I'm not ruling out there might be a stray sse3/4/avx/whatever instruction is lingering somewhere in the libs, I tried for a couple of hours to see if i could reproduce the issue with either intels sde or emulating a sse2 only box with qemu but have been unsuccessful sofar. Also it doesn't help that @rehansiddiqui112 forgot to mention if he's running a 32 bit or 64 bit build

Does the error happen with blender 2.78c ?

Do some of the recent (like 2.76, 2.77 and 2,78) previous Blender versions for windows from http://download.blender.org/release/ work for you?
If so, can you please attach the system-info.txt generated from the Help> Save System Info menu by dragging and dropping the whole .txt file into the comment field ( do not paste it's contents directly in the comment field it is difficult to read and breaks up the formatting).

I was able to run the x86 version on blender with intels sde with P4 Willamette settings (so sse2 only) seems allright,
