Can you post a screenshot of the User Preferences add-ons illustrating the issue?

On the left side there are three buttons Under the Supported Level text: Official, Community and Testing. Check if the first two are enabled. Under it are the Categories entries. Be sure that All is enabled there.
Does using factory settings located in the File > Load Factory Settings and then trying to search in the User Preferences > Addons yields any results?

For some further reading about how to attach files to reports check the link here:
https://wiki.blender.org/index.php/Dev:Doc/Process/Bug_Reports (under the Appending files to the report section)

Marking as Incomplete until the requested information is provided.
