System Information
Win7 AMD HD 78xx

Blender Version
Broken: 2.79
Worked: 2.78

Short description of error
You can no longer lock an axis by shift clicking on the transform gizmos.

Exact steps for others to reproduce the error
Previously it was possible to shift click for example the blue axis and it would start a grab with the z axis locked. No longer works in 2.79.

Perhaps its a problem with my key map? What is the corresponding command in the input settings?

Could you try running Blender from the commandline with the --factory-startup option. If it is a broken keymap, doing this should help identify such issues.

Is this issue restricted to any particular objects, or particular manipulator axes/types?

I don't know how to start it with the command line, could you explain that to me?

It affects all 3 gizmos.

Its also not a problem on Windows, not in old builds not in todays builds,

May i remind bug reports are a serious matter (it steals time from those who want to improve blender).
I recommend you go to the web forums and ask first for help there before you blame the software.
Sites such as https:*blenderartists.org , or http:*blender.stackexchange.com are valuable resources
for people starting width blender having small issues, who they dont know how to solve.

I can confirm that something has changed from 2.78 to 2.79. I have a custom keymap and have this exact same problem.

I've gone through the list of hotkeys that involve the shift key and can't figure this out. Googling doesn't seem to turn up anything.

Resetting to factory default won't help (as I'm using a custom keymap). Using the shift key is such a natural part of my workflow in Blender. Would really love to figure this out.

Attaching my keymap.
