Holding key R for rotation flickers between trackball and rotate mode
Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps
Simple as open Blender and holding down R for rotation.
You will notice that the widget and the text in the header starts to flicker between rotation and trackball navigation.
Easy fix would be to change the keymap value (or better values, since the navigation keys exists in more than one editor) from Press to Release. Then you have to release the mouse once to switch to trackball navigation. And nothing flickers anymore.

If you want to have press and hold behavior for tools, then indeed the keymap needs to change to accommodate that, not just here but in many other places. R key rotation and most other tools were not designed for that though, and I'm not sure why you would expect them to be?
Switching from Press to Release adds a delay and makes things a little less responsive, which may be an acceptable trade-off in some cases but we're not going to do that in the default keymap unless there is a good reason. In 2.8 we also plan to make much deeper changes, so not much point changing anything now.
