Hi, thanks for the report.

To even start figuring out the problem we need to reproduce what is happening.

But we don't know what video card you are using and what driver version. Have you tried different video card driver versions?
Have you tried using builder.blender.org test version of blender as requested at this link?: https://developer.blender.org/maniphest/task/edit/form/1/
You could try running blender from command prompt with "--factory-startup" flag.
You say 2.79b Broken. Are you saying you tried 2.79 and steam edition and they worked fine or are also broken?

I apologize for not including complete information.
My computer is running Nvidia GEFORCE 940MX, and the Intel Core i7 Gen. 8 (UHD 620).

The problem persisted in both the .zip Version, as well as the Steam Version.

However, I have managed to work around the problem by adjusting the size of the window.

I think we've seen this before, if i remember i saw someone resolve this by right clicking the blender shortcut and selecting what gpu to launch on, but since i don't have this setup i really can't offer any more details than that.

Yes! That fixed the problem entirely, thank you.

I've also had the same problem.
Blender would load, and then when clicking on the splash screen, it would be "disabled"/"locked".
After some time, Windows notifies the software is taking to long to respond.

I thought I solved it by forcing to "Run as Administrator", but that's incorrect.
It still crashing after loading previous scenes, or randomly not opening at all.

Running Intel i3 with 4GB Ram, Intel HD and Windows 10 Home edition.
Everything was fine with 2.79a.
