Short description of error

First I will say I am a newbie 30 days old and I have been battling this problem for three days. I've set up a rig and built it around my OBJ model, and I've linked it to my model, I have checked weights on the individual vertexes and I can rotate the head and torso but when I rotate certain bones (arm and legs) in pose mode, the character doesn't move with them. With that said I have learned enough on all the tutorials out there that the IK (of which moves) on the rig seems to work fine for all. After selecting N and turning off all IKs and tweaking. Im left with only FKs. The FK armature rig itself moves and rotates properly but the mesh body does nothing.
