Crash bug when sizing preferences window. #55897

Windows 10, Iris 540

Blender Version
blender-2.80.0-git.1112f49-windows64

When investigating the "objects no longer render" problem on intel chipsets in the latest build (in eevee and workbench, objects no longer render for the past several weeks, though the outlines work.), I opened edit/preferences, and tried to enlarge the preferences window by dragging from the bottom right corner. This caused Blender to hang, and then finally stop responding until windows displays a dialog to close it.

Exact steps for others to reproduce the error
No blend file needed. open preferences, and select to resize it. Crash!
(if you're on an intel GPU or Surface Pro 4, you can see that objects no longer render also).

Object should appear in solid view now. We are actively trying to find out what is going on with eevee on these GPU.

Tested on 7/25 build.

Resized from corner - about a 30 second pause. then it resized and blender behaved normally.
Second time resizing - Blender goes unresponsive, get the windows dialog. Waited 30 minutes, still no recovery. Terminated.

Restarted Blender.
Resized from corner - blender goes unresponsive, waited 5 minutes. Still no response. clicked and got the "Blender is not responding" dialog. terminated.
