Crash when increasing shadow map resolution with EEVEE #56076

Radeon R6950 2 GB VRAM

Blender Version
2.8 a1689fb091 2018-07-20

Short description of error
Blender crashes when rendering with EEVEE and shadow "Cube Size" is greater than 512 px or shadow "Cascade Size" is greater than 2048 px. Happens both when setting viewport to rendered mode or rendering with F12.
Returns the error below:

GPUTexture: texture alloc failed. Not enough Video Memory.Error   : EXCEPTION_ACCESS_VIOLATION
Address : 0x000000013FA00901
Module  : C:\Program Files\Blender Foundation\Blender_2.8\blender.exe

Hardware monitor shows that VRAM is not maxed out when crash occurs.

Exact steps for others to reproduce the error
Set render engine to EEVEE. Set shadow cube size to 1024 px. Change viewport to rendered mode.

I'm observing the same issue with Blender f07140940c and:
Windows 10 Pro 64 bit (1803)
AMD Radeon RX480 4GB with Radeon Software 18.7.1

It appears that the devs (Brecht at least) are aware of this issue: #55888#517739
