UV Image Editor

In Blender 2.8, we've spent a lot of time developing the viewport and user interface mainly with a focus on the 3D Viewport.

Now it's time we update other editors, such as the UV/Image Editor. To make it compliant with the Blender 2.8 design, this means:

  • Making the toolbar exclusively a place for active tools
  • Making those tools use tool settings & the top bar
  • Making Annotation tools work properly as active tools
  • Integrating the UV Sculpt tools into the active tool system
  • Putting visual overlays in an Overlays popover
  • Adding viewport gizmos to manipulate the view, in the top right

Here's an example of the general layout of the UV/image Editor, to make it compliant with the 2.8 design direction:

Note - rB939a5cb6eec adds the toolbar button for the Annotation tool, but for reasons currently unknown, the events don't seem to get fired correctly here.

About gizmos to manipulate view, one to flip horizontally or vertically displayed image and one to rotate canvas would be appreciated by painters.
