Worked: (2.77)

Short description of error
The weighting tool "BLUR" on blender does not work with " Limit selection visible" correctly.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

(When weighting) Select object > Go to "Object Mode" button then Click and Select "Weight Paint" Then go to "Limit Selection to Visible" (Icon looks like two dark squares on overlapping another) click that and the icon should appear lighter. From then use the blur tool to blur weights and smooth them. which transfers behind the vertices from the object effecting them as well However with 2.79 it does not effect the mesh that way only from 2.77

Looks like this was an intentional change in 2.78 (see 220a7a4f also the release notes )

I'll close this as invalid [because it is intentional and not a bug], but feel free to comment again and describe why a previous behaviour is useful/necessary in your opinion

The previous behavior was great because it made rigging models easier. weighing complex vertices that were overlapping each other. Whenever I use blender which is all the time. I have to weight every model and every model I have to weight I uninstall 2.79 and reinstall 2.77 just to weight the model. Then re-install 2.79 and upload the models to a game engine which then I further notice some rigging complications so then I uninstall 2.79 blender and reinstall 2.77 blender to smooth out the game models using the blur tool and that method I mentioned previously. I had several instances people have told me... weight painting is hard. Well it is, especially since I’m a perfectionist and I wish I could explain to them there is a easier way to weight paint than to uninstall 2.79 and reinstall 2.77 but it’s such a hassle. I’ve noticed this change instantly but i didn’t want to report it until now, after months of dealing with this change I’m tired of uninstalling and reinstalling because it’s a huge hassle of my time doing so. So I hope this previous behavior can change back because I think it’s useful when trying to smooth out weights behind other vertices and complex models. It certainly helps me and I think others.
