You can find older Blender releases here:
http://download.blender.org/release/

There is not a lot of information for us to go on here, it's not starting up but the reason is unclear.

The main thing to try is uninstalling all graphics drivers, and installing the latest from the AMD website (rather than through Windows or the computer manufacturer)..
