There were some similar reports and 'usual' response there was:

We have had quite a lot of reports about this, as far as we can tell this is a bug in some graphic card drivers relating to using the same OpenGL context for multiple windows (something which seems not to be well supported especially for low-end cards).

All we can suggest if to try update your graphics card drivers, or possibly buy a better graphics card.

Failing that, you can workaround this by accessing the user preference from the window-type-selector available on the window headers.

But given the fact that this apparently also happens in a "single window scenario" (as you said this also happens trying to open the prefs from the header menu) I would still like to ask:

  • Have you tried updating your graphics driver?
  • Does this happen when you load factory settings before? (File > Load Factory Settings)
  • Do you get any (error) messages when you launch blender from the commandline?

Marking as incomplete until we have these answered

Try fixing your environment vriables.
It happened to me for some reason.

Cycles crashed for me, I tried to open preferences(gpu was somehow deselected) it crashed.
Deleted all settings, blender wouldn't open anymore even after reinstall.

the only thing that fixed it was setting CYCLES_OPENCL_TEST environment variable to NONE before running blender.

How and where i can set CYCLES_OPENCL_TEST to NONE? Anyway i tried every suggestion, i even changed my graphic card with the former graphic card i had (Nvidia Quadro K420, wich gave me no problems with blender) and it keeps crashing.

Not a windows guy, but I think in a command prompt
SET CYCLES_OPENCL_TEST=NONE should do it, you can check with
ECHO %CYCLES_OPENCL_TEST%

then run blender.exe

(this is pretty much a shot in the dark, but as @Yossi2010 mentioned it helped, we should try this...)

Not working. Could it be the OS? the fact is that it worked before and there was no OS change. At this point i really don't know what do.
I also noticed that blender crashes if i change the render type in Cycles render.

I have downloaded the zip version of Blender 2.79.6 from Blender Builder and it works now, everything is fine. I will use this version until 2.8 release where i hope the same problem won't occur.
