I can't reproduce the issue. What do you mean by the tools panels exactly, which part of the user interface? How are you scaling, which shortcuts or mouse combination?
Hi,
Tool shelf("T" Shortcut),, properties panel main window ("N" Shortcut) and also on the very right pane "outliner" and "properties".
On my macbook pro, the easiest way I found to zoom is to pinch with 2 fingers on the track pad...

Additional info. I just realised that this happens when using "Continue" as "Zoom Style", when using " Scale", it seems to be OK
