Blender 2.8 ignoring 4 out of 5 character action strips in NLA #57668

Trying to use a 2.79 created scene in 2.8 and found that of the 5 characters with NLA tracks driving them only one is animating.

Scene created in v2.79b 2018-03-22 14:10 build, attempting to use v2.8 Alpha2 2018-11-02 01:04 build.
I've had a good look at the tracks which don't animate their character compared to the one that does and can't find anything looking wrong.
It looks like v2.8 has imported all the actions, and populated the NLA tracks correctly, I tried re-adding one of the actions on a higher track for one of the characters- the pose changes but it remained frozen.
I tried re-importing one of the FBXs and creating another copy of an action: still no joy- I did notice that the animation 'works' when you are moving the action over the playhead when moving in along the track in the NLA, it also works with the existing actions in the NLA when you move them, but nothing animates (apart from the one 'good' character) when you play / render.

Noticed the issue after using v2.8 on a couple of machines to render two versions of the scene because I love how fast it renders compared to 2.79b! Saw that 4 out of 5 characters were frozen.
All characters using Mixamo armatures / animation, all actions created from imported Mixamo FBX files.

All machines are Windows 10, 2 x Pro and 1 x Home.
Box 1: HP Z800, 2 6 core Xeon, 80Gb RAM, 2 x gtx 1070
Box 2: Dell R510, 2 x 6 core Xeon, 32Gb RAM, 2 x GTX 970 (external on mining risers)
Box 3: Gigabyte Aero15, 1 x 6 core i&, 16Gb RAM, 1 x gtx 1060 6Gb (win 10 Home)

There you go-BeachTrack_DJI0035b_ObjectsOnly.blend
I wasted half an hour deleting objects and trying to purge orphaned data, only to make a three times larger blend file which killed Blender 2.8 really fast just trying to load it!
So here's the actual file, tried it again in 2.8, only the armature parented to the path is moving, still works fine in 2.79b.
Just rewind and press play...
