Short description of error
Color management is applicated also for IndexOB, so it make matte unusable for compositing in another software. It doesn't happen in stable 2.79.
You can open this scene and just render. Mask will be not pure white.

Please check that you dont have "Save as render" enabled on the mask output. "Save as render" applies color management to the output.
I can not find any "save as render" settings. Check the picture I mean "ID Mask" node.
Refer the the output settings of the file output node
I just downloaded latest builds of 2.80 and 2.79, but I can not see this options.

The system could be improved here, but this is not considered a bug. Blender 2.80 has Filmic view transform enabled by default, you can set it back to Default if you want the old behavior.
If you connect something to the Composite node, Blender can't know what kind of data that is in general, and will not make a distinction. The solution would be to give some more control over color management in viewers.
I understand and agree. @Blendify mentioned "Save as render" settings. Maybe it will be in upcoming build. Some settings for File node to use or not use Color Management solve this problem.
Also, for saving intermediate files you should try to use EXR instead of PNG. EXR is designed for that purpose, and will avoid any color management being applied to the image.
