Improve or remove the Add Primitive tool

During the Code Quest we added a proof of concept tool for adding primitives - the Add Cube tool.

However, this works very poorly currently. It's almost impossible to reliably place items where you expect, and you cannot set the height properly. We should either make serious improvements to this tool or remove it until we do so.

In the task T57210, we have a description of how to improve this tool to make it reliable and useful.

Hmm, I found that this tool works fine in most cases. Improvements would be great, but I'm not sure if the removal is a good idea. This is still very useful as it is, IMO.

@ThinkingPolygons (ThinkingPolygons): If this is removed, it should be brought back later for 2.81. We can also keep it if we can improve it near term, but the current state is not good enough to include in a release.

@William Reynish (billreynish) AFAICS _lots_ of things aren't good enough to include in release, issue with aiming for "feature complete" is it encourages not to polish, since that can be done after beta.

Don't think this needs to be a beta blocker.
