CPU: Ryzen 5 2600
GPU: RX 570 4GB
OS: Windows 10

Blender Version
Broken: Blender 2.8 Beta 0f5b53ba4d

Short description of error:
Bug: The loop cut will only show one loop cut even while higher numbers of cuts are selected. Inconsistant loop cut settings.png
Suggestion: I believe the loop cut tool should work like the keyboard shortcut for it. You click once to place the cut then click to confirm allowing the user to move the loop cut between clicking and confirming. Currently at the moment the loop cut tool requires you to hold the mouse down during the operation to move the loop cuts.

Testing:
Bug: Open Blender in the 3D viewport with a 3D object in edit mode (I recommend the cube). Select the loop cut tool from the tool bar and in the top bar change the number of cuts. This will not be visually represented on the cube. If tested with the keyboard shortcut (Control+R while another tool is active) and a higher number of cuts are selected with the mouse wheel, they'll be represented on the cube and this is how I expect the tool bar loop cut to operate.
Suggestion: I believe the loop cut tool from the tool bar should operate like the keyboard shortcut version. Using the keyboard shortcut (Control+R), you click once to place the loop cut then the second time to confirm it. In between these clicks you can shift the loop cut with the mouse or type in a value. With the loop cut tool, one click places and confirms the loop cut, the mouse button must be held to adjust it's position. This makes typing in a value a bit of a hassle. This behavior of the loop cut tool also isn't made apparent to the user meaning they may never find out about the "moveability" of the loop cuts prior to applying them.
