Operating system: Windows 10 Build 1803
Graphics card: Nvidia GTX 1080

Blender Version
Broken: 2.80 Beta Windows 64 bit Build December 10, 15:54:24 - 9fa408f51b

Existing text pasted over by Ctrl-V is irretrievable with undo. See video for demonstration.
During recording, Global Undo was enabled (default) and Undo Step was at 256. With lower undo steps, same result only a much shorter undo history

A blend file with simple instructions follows.paste_kills_undo.blend

Exact steps for others to reproduce the error

Create a new text block and write a few separate lines
Copy the text from one line
Paste over another line
Try to recover the text with Undo
