import sqlite3 works on Mac but not on Windows

Exact steps for others to reproduce the error

import sqlite3

print("Hello World")

This is an old inconsistency between platforms. For a long time only Linux included it, then it got added to macOS recently, but it's not there yet for Windows.

In general it would be good to ensure Windows has all the same libraries as other platforms, not sure if we consider that a bug or a to do item.

Actually it has always been there on windows, it works in 2.79, but when i packaged py3.7 i missed a dll. Should be fixed in the next nightly
