Short description of error
Blender lags when sculpting on windows 10 but not on Ubuntu 18.10 using the same version.

Exact steps for others to reproduce the error
A model with 1.6M faces was made on the Ubuntu Blender 2.8 with no lag or slowdowns. When same .blend file is opened on windows the sculpting speed becomes unbearably slow. However when i export it to blender 2.79b which is already installed there is no speed issue (not as good as blender 2.8 on ubuntu but better than blender 2.8 on windows).skull.blend

Do you have up to date GPU drivers on windows?

I'm unsure if this is a blender issue or not.

As you can see here:

The OpenGL performance is better on linux with both AMD and Nvidia cards.

You can also try to set you power save mode to "performance" in the nvidia control panel and see if that helps:
