Short description of error
When creating and edge loop around de outside faces it creates in one of the cornes an extrange artifact

Exact steps for others to reproduce the error
Create an edge loop across the outside faces of the model.

Was the case in 2.7x too:

Luckily it has no bearing on the resulting loop cut, but is a strange small display glitch with the loop cut tool and this exact type of geometry.

So, is it a regression?

Well, no. That's what I just wrote - this has always been the case. It is a bug, but not a new one. It should be fixed, but it's a fairly harmless display glitch that happens in rare instances. Not sure how to prioritise these kinds of things.

I believe the bug is in: view3d_preselect_mesh_edgering_update_edges_from_edge
in editmesh_preselect_edgering.c

Looks like its creating an extra edge at the end. I don't much about how BMesh edges work but I'd liked to take a crack at it over the next couple of days for learning purposes.
