Short description of error
EEVEE does not always display procedural textures correctly in LookDev and/or Rendered display modes.

Exact steps for others to reproduce the error
From the file provided, the cube, which is set to have a material with a noise texture, should not have it right from the start when you switch to either LookDev or Rendered display mode. It may also appear pure white. Moving the material "Noise Material" above "Flat Material", or removing "Flat Material" altogether, should cause it to show.

I've also experienced possibly related issues with procedural textures including them not looking the same in EEVEE compared to Cycles, as well as flickering while navigating the 3d viewport.

Also, just checked after typing all this out, it does also appear to effect f12 renders.

I can not reproduce this on my end. The procedural texture is displayed correctly in viewport. Because you reported flickering, I'm guessing this is a GPU driver issue.

Can you please provide the output of --debug-gpu (blender.exe --debug-gpu > output.txt) then you run the attached .blend file?

You can also see if --debug-gpu-force-workarounds works.

Here is the requested file.
output.txt

Unfortunately "--debug-gpu-force-workarounds" did not work. I also tried a fresh install of my nVidia drivers (same version) just in case and that also did not help.

I fixed an issue with the noise algorithm today. Can you try with the next build (29 March)? If issue is still here could you take a screenshot of the issue?
