No MMB zoom/pan in half of shader editor #61020

Short description of error
This drove me crazy a few days ago. I just couldn't zoom or pan with the middle-mouse-button in the shader editor. Then I finally found the problem. It is not possible to use the MMB underneath the buttons of the toolshelf (the three buttons Select, Annotate, Links Cut). This area is transparent, left click and right click works, you can select and move nodes. But not zoom or pan.

This seems to be a general problem in Blender, but it doesn't disturb in the 3D view, as the 3D-view window is wide compared to the toolshelf, and the toolshelf is filled with buttons anyway. But in the shader editor, on a full-HD display, depending on how my window layout is, the blocked area is about 40-60%, while only the very top is populated with the very few (three) buttons. See picture attached, the whole area circled in red is blocked, without any visual cue.
The "non-blocking UI" blocks AND there is no visual way to see why. I can imagine how frustrating a small UI glitch like this might be for new or casual users.

If the toolshelf is transparent, then I believe the blocked area shouldn't extend below the lowest button.

Exact steps for others to reproduce the error

  • Make a new window, set it to shader editor.
  • Open the tool shelf if not already open, make it wide enough to see the text Select / Annotata / Links Cut.
  • Try to zoom/pan with the MMB.
