Short description of error
when I attach a generated normal map to the normal node of Principled BSDF, and when it was multipled too much, the mesh glows.
Exact steps for others to reproduce the error
see attached .blend file and the screenshot.
maybe that was my mistake but I have no idea why it happens,

You can't use the math node between two vector type (purple color) nodes. That's why it doesn't work. If you need to multiply the strength of the bump, just place that multiply node in between the Noise Texture node and the Bump node.
In fact if you try to make the same thing in 2.79, then you have the same behaviour
