Short description of error
Setting the "Drag Action" to "None" for the Transform widget still makes the drag action have the function of "Move"

Exact steps for others to reproduce the error
New file
Activate the Transform widget
Change the "Drag Action" setting to "None"
Select an object
Left-click and drag the mouse over the viewport
...it moves the object...
