Short description of error
When rotating the viewport, The FPS fluctuates and lags noticeably (about 50% of change) even if the objects don't update and the amount of visible vertices don't change, the fps randomly jumps back and forth between 30 and 60. This is really uncomfortable and even cause nausea for some people, like me.

This is most noticeable when cavity is on and blender is at full screen.

Would be better if the frames per second could be kept as constant as possible so the eyes can adapt to the frequency.

And also, anti-aliasing is not working for edit-mode wireframe, it might be related to this issue.

Exact steps for others to reproduce the error
Open blender with similar hardware, enable full screen, enable cavity, rotate the default cube.

@ZedDB Yes it helps make the viewport smoother. but there must be something changed because it was not happening before even with the driver settings untouched.

Well FPS randomly jumping between 30 and 60 fps seems like a Vsync issue. To my knowledge, I did not change anything that had a significant impact on performance.
It might be a driver update or something else.

You can still debug the GPU timings by setting the debug value (F3 > Debug Value) to 23 and show me what takes time in the case of slowdown. What would be interesting is if any of the reported numbers in the debug dialog have very high variations.

all the numbers start bigger than 1ms, then they quickly converge to small usual values before I have a chance to take a screenshot, not sure if its the sampling accumulating or actual times.
But those stats don't seem to follow the viewport lag.

It is an accumulation so initial values are off.

Everything is below 16ms which is 60fps. So the problem seems to come from the driver and maybe vsync.
