Switch to cylces renderer
Leave the default cube , and delete any lights
Set world lightning to 0
Ad a plane and choose 'background shader in the shader material menu , place it above the cube
This acts as an emission shader
This was not the case in blender 2.7 BACKGROUND.jpg

Can confirm this behaves differently in 2.8 (compared to 2.7).

However the Background shader is supposed to be used for the World surface output, see:
https://docs.blender.org/manual/en/dev/render/cycles/nodes/types/shaders/background.html

It is already filtered out when trying to add it to an object shadertree (when doing this in the Node Editor -- when doing this from the Properties Editor dropdown this is not filtered though -- probably something to be looked at...)

@brecht: manual says the background shader should be ignored (when used outside of World context), looks like this is not the case in 2.8, is this considered a bug?
Also: is filtering in the Properties Editor dropdown something to be looked at? [would give it a go if it considered something to be done before release...]

The documentation is wrong, I've fixed that now. This did indeed change since the 2.79 release. Better filtering in the properties editor would be nice but would not consider it a bug.
