, blender2.8, 2019-02-10in eevee, 16bit normal Maps (png or tiff Format) are not displayed correctly and Output wrong normals. 8bit normal Maps and cycles is correct.

this exists at least since july 2018. i thought it was a format problem back then, but as it reappeared now i tracked it down to the bit depth.
You need to set the Color Space of the 16bit file inside the Image Editor. This is a duplicate of #58621.
