Short description of error
1.Sometimes when i use the circle action in loop tools , the face inside the selected area will rotate to a strange direction.

This has always been the case [checked previous versions as well].
Anyways, since the original author is not active anymore (see @1D_Inc comment in 08d30a13bf), will have to look at that sometime...
