UV Editor lacks Annotation 'Placement' option

Short description of error
In Blender 2.79, you had the 'View' and 'Cursor' Stroke Placement option in the left panel, under 'Grease Pencil'.
In 2.8 this is meant to be in the Top Bar or 'Active Tool and Workspace Settings', as it is for the 3d Viewport's Annotate tool, but this is missing for the UV Editor, meaning all annotation defaults to 'View'.

Exact steps for others to reproduce the error

  1. Open the blender and choose the UV Editing workspace
  2. Compare the 3d View Annotate Tool with that of the UV Editor
  3. Notice the lack of Placement options

Yes, currently you can only draw in camera view space inside the UV Editor. This is, IMO, almost useless, as you cannot actually annotate anything this way.

We should add 'UV Space' as a placement option for the Annotation tool in the UV Editor and make it the default too.
