Exact steps for others to reproduce the error

I can not reproduce this. Are you sure you haven't changed any settings?

Does if help if you do: File -> Load Factory Settings?

That helped.
From now I will always try to do that before reporting a bug.

I wonder what kind of settings could do this.

The factory reset should only last until you restart blender. So if it still happens then we can try this:

  1. Start blender and factory reset.
  2. Go to user pref and save preferences.
  3. Restart blender and try again.

If that helps, then it was some user preferences setting.
If not then:

  1. Start blender and factory reset.
  2. File -> Save Startup File
  3. Restart blender and try again.

If that help, then it was a setting in the startup .blend file.
