the actual shortcut is always doing a snap to surface if you have an object below what you don't always want

Yes, the default is with Surface Project enabled.
This kinda makes sense to me (as this is what you want most of the time)

Sure, there might be occasions where you want this OFF. Doing this in the options for the cursor tool works. Doing this in the keymap preferences for the operator works, so does setting up a second shortcut (one with Surface Project enabled, one with Surface Project disabled).

If this is about changing the default to OFF, I would vote against it, if this about something else, feel free to comment again / reopen.
But I dont see a real bug here (as you are still free to change the keymap to your liking....)

if you are a user lambda and you use this shortcut and can't put the cursor in the middle of your scene because around there are some objects, there is a pb no? and this is pure logic. this is like if in a computer language the guy had invented nor but not or...or like if snap was activated for every object move. I can't believe that I have to explain this.
