Blender 2.8 eevee same setting,but the HDRI texture brightness is different.

Windows 10 64bit , NVIDIA GTX1080,i7-6700k,Ram:32GB

WIN 10 1803 version,GPU drivers 397.93 version all latest version.

Blender Version
Broken: Blender 2.8,eevee,2019/3/23

Short description of error

Blender 2.8 eevee same setting,but the HDRI texture brightness is different.

I make a little scene,use 6G memory,Since the content is currently not public, I deleted all the scenes.

and open a new blend file,set same eevee and scene setting,but background brightness still different.
By the way,this problem have been in blender 2.8 2019/3/21 version,3/23 version still have this problem.

I upload screenshot and two file . Screenshot need to download to see clearly.

screenshot can see all value i set same,I have a packaged environment map, but because a new bug "won't update the storage time"(I have already report), I am not sure if there is a successful package....

It is preferred if you can post separate task instead of combining your tasks into one. That way, it helps the people answering your task easily and clearly. And of course 3rd is known issue: go to the outliner, choose "Orphan Data" and hit "Purge All" several times until unused data will be complicity removed. You will see, deleting objects makes meterials free, and deleting materials makes textures free.

You have set a too large value of the far clipping plane in the N-panel. If you set it to the default value (hover over the value and hit backspace) it works as expected.
