Short description of error
I'm pretty sure when I first saw the polybuild tool announced it constructed quads by letting the user draw them, it seemed like an excellent re-topology tool.
However currently it just creates stray vertices and lets the user move them. I'm pretty sure this isn't the desired behavior of this tool.
(I could be wrong and I don't understand the tool but I could have sworn it worked earlier)
Exact steps for others to reproduce the error
Go into edit mode on a mesh, chose the poly-build tool and try to draw faces with it.

I don't think it could ever add quads automatically, even though that would be nice.

It works, but only on geometry created by the polybuild tool. So you need to place some verts, select the verts and create a face (F). Now you can easily create faces. (Remember that you can use the shift/ctrl/alt modifiers)
I'm unsure if this works as intended or is WIP. So I'll mark this as confirmed until we get an answer from Campbell.
Edit: I was mistaken, the polybuild tool work on border edges.

Yeah, that's the video I'm thinking of where I saw it in action, didn't know that was a patch. The polybuild tool is currently a little confusing to me since it can only work on geometry it created (which is not what I expected).
Changed status from 'Open' to: 'Archived'
So, seems polybuild can be improved but no bug as far as I can tell.
