Short description of error
the noise procedural texture got updated every frame if used as a displace modifier (seed issue?)
other procedural textures are fine and works as expected without regeneration

Exact steps for others to reproduce the error
add a plane, subdivide for better experience
add a displace modifier
add a texture to it and set it to noise texture
hit space

The noise texture is actually intentionally random noise. This is quite weak but just how it is for now, for stable noise use perlin noise / clouds. At some point we will revise the texture system in 2.8 to make them use Cycles / Eevee nodes, before that we won't be doing improvements to the old system.
