Translations don't fall back to system's language

If the Abkhazian language is picked (number 1 in the screenshot), it would be very useful to fall back to the system's language, if someone is using the Russian Windows version(number 3 in the screenshot), non-translated text should fall back first to Russian (number 4 in the screenshot) then if not translated fall back to English (number 5 in the screenshot), if someone is using the Turkish windows version, this should follow a similar path if Turkish is in the supported list for Blender.

This looks like a feature that is already there and should be working (number 2 in the screenshot)

It would be nice if Blender could detect the system language. But that is more a feature request than a bug.

Archiving for now - it's not considered a bug, even though it would be a nice feature.
